Mourns the death of Mr. Walter Ryland Byars, Jr., of Montgomery, Alabama, who died on January 23, 2014, at age 85.

Honors his educational achievements including a Bachelor of Science in Commerce and Business Administration (1948), Bachelor of Laws (1952), and Juris Doctor (1969), all from the University of Alabama.

Recognizes his 60+ years of legal practice beginning in Troy in 1953, service with Southern Bell's Legal Department, and private practice in Montgomery with the law firm Steiner Crum and Byars.

Acknowledges his leadership roles as President of Pike County and Montgomery County Bar Associations, Alabama State Bar, and the International Society of Barristers, and his service as Montgomery City Attorney and Chief Legal Advisor from 2002 to January 2014.

Survived by his wife of 63 years, Mildred "Mickey" Rhodes Byars; four children; eight grandchildren; and extended family members.
