HJR 73 Summary

• Creates a Municipal Business License Interim Task Force to study and develop recommendations for streamlining municipal business license applications, payments, and preparation for future online filing systems.

• Task force shall study delivery license reform, the role of third-party tax collection administrators, achieving uniformity in business license types and classifications between municipalities, and other related issues.

• Task force comprised of 12 voting members: 3 from Alabama League of Municipalities, 3 from Alabama Municipal Revenue Officers Association, 2 from Alabama Retail Association, 2 from Business Council of Alabama, and 2 from Alabama Chapter of National Federation of Independent Business, plus 1 nonvoting Department of Revenue employee.

• Task force members receive no additional compensation but are reimbursed for expenses, must have quorum of 7 members, require 7 affirmative votes for any approval, and must reflect state's racial, gender, geographic, urban/rural, and economic diversity.

• Task force must submit recommendations to Legislature by first legislative day of 2015 Regular Session, at which point it dissolves.
