Recognizes Phi Beta Sigma Fraternity, Inc., on its centennial year in 2014, 100 years after its founding on January 9, 1914, at Howard University by Abram Langston Taylor, Leonard Francis Morse, and Charles Ignatius Brown

Acknowledges that Phi Beta Sigma was the first African American fraternity of the National Pan-Hellenic Council established in Alabama in 1918 at Tuskegee with the Gamma Sigma Chapter, the home chapter of George Washington Carver

Notes that Phi Beta Sigma's Tau Sigma Chapter in Birmingham is home to state leaders including Representatives Rod Scott and Oliver Robinson, and the late Representative Demetrius C. Newton, Sr., the first African American Speaker Pro Tempore in Alabama

Recognizes three chapters established in the Birmingham area: Tau Sigma Chapter on January 14, 1924; Sigma Chapter on January 23, 1925, at Miles College as the first African American Undergraduate Chapter in Birmingham; and Eta Epsilon Chapter in 1975 at the University of Alabama at Birmingham

Honors the City of Birmingham, Alabama, for hosting the 2014 Phi Beta Sigma Fraternity Centennial State Conference
