Honors Reverend Doctor Thomas George Kay, Jr., as the 2013 Citizen of the Year in Aliceville, Alabama.

Recognizes Dr. Kay's 20 years of dedicated service to the First Presbyterian Church of Aliceville and local community since moving to Alabama in January 1994.

Acknowledges his contributions including leading Bible studies for high school girls, establishing the "Serving Aliceville Together" mission for home repairs and community service, and active involvement with the Aliceville Rotary Club and FCI Aliceville.

Notes Dr. Kay's educational credentials (Belhaven College graduate; Master of Divinity from Columbia Theological Seminary; Doctor of Theology from Christian Bible College) and his 49 years of total service to Christian ministry.

Commends his authorship of the devotional book "In The Fire" and his service on the Board of Directors for the African Bible College in Malawi, Africa.
