Posthumously honors Dr. James C. Bailey, who served as president of Wallace State Community College in Hanceville for 32 years from 1971 to 2003.

Recognizes Dr. Bailey's transformation of the college from a trade school with 11 instructors and 59 students into a comprehensive community college with approximately 4,800 students, 35 buildings, and over 200 acres of campus.

Credits Dr. Bailey with overseeing major campus construction projects including Tom Drake Coliseum, the James C. Bailey Center, a Wellness Center, Library, and Health Science Building, as well as establishing the Aviation Flight Technology program in 1978.

Acknowledges Dr. Bailey's leadership in making Wallace State a leader in health care education and his role as athletic director from 1982 until his retirement, during which the college won multiple Alabama Community College Conference All-Sports Trophies and produced five national championship teams.

Notes Dr. Bailey's extensive involvement in community service organizations and civic leadership roles in Cullman County, as well as his surviving family members including his wife Ann, two daughters, and five grandchildren.
