Honors Sammy Lowe (1918-1993), a Birmingham native who earned international acclaim as a trumpeter, composer, arranger, and conductor in jazz and R&B music during the 1950s and 1960s.

Recognizes that Lowe was selected as a Charter Member of the Alabama Jazz Hall of Fame in 1978 and was designated "the best arranger in the business" by Al Hirt.

Notes Lowe's collaborations with major artists including Benny Goodman, Cab Calloway, Sammy Davis Jr., James Brown, and others, and credits him with 703 megahits including "The Lion Sleeps Tonight," "I've Got a Right To Cry," and "Prisoner of Love."

Directs the House of Representatives to provide a copy of this resolution to Lowe's family as evidence of the esteem in which he is held by the people of Alabama.
