Honors Dr. Tolton C. Rosser for his outstanding contributions as a musician, conductor, and educator with international acclaim.

Recognizes his performance as trumpeter with major Big Bands during the 1940s, 1950s, and 1960s and subsequent work with premier orchestras.

Acknowledges his education from Alabama A and M University and Ph.D. in Education from The University of Alabama, and his service as Adjunct Professor at Miles College.

Notes his 1982 induction into the Alabama Jazz Hall of Fame and three Band Director of the Year Awards from the Birmingham Grid Forecasters.

Directs that a copy of the resolution be provided to Dr. Rosser as evidence of esteem from the people of Alabama.
