Commemorates the 22nd Anniversary of the Khojaly Tragedy occurring on February 25-26, 1992, when Armenian armed forces accompanied by Russian military troops occupied the town of Khojaly in Azerbaijan.

Documents that over 600 innocent civilians including children, women, and elderly were killed, over 1,000 were wounded, and over 1,200 civilians were taken during the attack.

Notes that international organizations including Human Rights Watch documented the killings, major U.S. and international news organizations reported the incident, and numerous governments have condemned the attack.

States that Armenian forces continue to occupy 20 percent of Azerbaijan's territory including the Nagorno-Karabakh region and surrounding seven districts, with United Nations Security Council and General Assembly resolutions condemning this occupation.

Directs the Alabama House of Representatives to commemorate the 22nd Anniversary of the Khojaly Tragedy and provide a copy of the resolution for appropriate display.
