• Renames the "Home Medical Equipment Services Providers Board" to the "Board of Home Medical Equipment" and authorizes the board to hire an executive director, adopt a seal, and establish reasonable fees.

• Allows the Governor to remove board members for failing to attend three consecutive meetings or for misfeasance, malfeasance, neglect of duty, felony conviction, or permanent inability to perform duties.

• Requires annual licensure of home medical equipment services providers and establishes licensing standards; out-of-state providers must maintain at least one physical location in Alabama and may be subject to board inspection.

• Sets license expiration on August 31 annually with a 60-day grace period for late renewal; licenses that lapse require reapplication and satisfaction of current initial licensure requirements.

• Establishes disciplinary grounds including violations of the chapter, misrepresentation, fraud, gross negligence, unlicensed practice, and false records; authorizes penalties including reprimand, probation, denial/suspension/revocation of license, administrative fines up to $1,000 per violation, restitution, and civil penalties of $50 per day in injunction actions.
