Proposes a constitutional amendment limiting Alabama state legislators to three full consecutive terms in either the Senate or House of Representatives.

Defines an election to either chamber for at least two years as equivalent to one full term for purposes of calculating term limits.

Exempts all legislative service prior to November 2014 from counting against the three-term limit, allowing current legislators to serve additional terms after that date.

Requires voter approval by majority of qualified electors voting on the amendment, conducted according to constitutional election procedures.

Ballot description directs voters to choose "Yes" or "No" on whether to impose the three-term consecutive limit on state senators and representatives.
