Establishes a specific penalty range of $50 to $200 for violations of Department of Conservation and Natural Resources Rule 220-2-.146 regarding antlered buck and turkey harvest records, replacing the default Class C misdemeanor penalty of up to $500 fine or three months imprisonment.

Requires the Administrative Office of Courts to establish a procedure allowing persons charged with harvest record violations to enter a guilty plea before a magistrate or court clerk and pay a recommended fine without appearing in court.

Applies the penalty provisions to Rule 220-2-.146 as amended and to any other rules containing harvest record requirements.

Becomes effective immediately upon the Governor's approval or upon otherwise becoming law.
