Requires the state, counties, municipalities, and other governmental or quasi-governmental entities to publicly disclose information within 60 days of purchasing real property with public funds.

Disclosure must include appraisal information (property identification, appraiser identification, appraisal date, and appraised value), related contracts, purchase terms, and sources of all funds used.

Disclosure timeline is extended to 60 days after project announcement for economic development purchases, and 60 days after acquiring the final parcel for public utility, public works, or right-of-way projects.

Required disclosures must be made through a public report attached to the next scheduled meeting minutes and published on the entity's website in a conspicuous manner.

Disclosure requirement is waived if the purchase decision was made at an open meeting with advance notice and all required information was included in the meeting minutes.
