• Proposes a local constitutional amendment to transfer all assets and liabilities of the Water Works and Sewer Board of the City of Prichard to the Board of Water and Sewer Commissioners of the City of Mobile (Mobile Area Water and Sewer System) within 90 days of ratification.

• Transfer includes all Prichard board assets and requires the Mobile board to assume or discharge all liabilities, including indebtedness, contracts, and retirement obligations, evidenced by board resolution.

• Dissolves the Water Works and Sewer Board of the City of Prichard upon completion of the asset and liability transfer.

• Prohibits rate increases to existing Mobile Area Water and Sewer System customers for reasons related to acquiring or maintaining Prichard's assets, liabilities, or infrastructure.

• Schedules a voter election on the proposed amendment for the June 2014 first primary election in accordance with Alabama constitutional law and state election laws.
