Amends Section 34-7B-13 of the Alabama Code to add a new exemption for barbers with at least 10 years of practice on or before August 1, 2013.

Exempted barbers are not subject to the standard definitions of "barber" and "barbering" in Section 34-7B-1 but must follow a limited scope of permitted practices.

Permitted practices for exempt barbers include only shaving or trimming the beard and trimming the hair, performed for cosmetic purposes on the human body above the seventh cervical vertebra.

Exempt barbers who perform services beyond the permitted definition are subject to administrative fines under Section 34-7B-10(c).

The act becomes effective on the first day of the third month following passage and approval by the Governor.
