• Appropriates $9,269,227 from the Education Trust Fund to Tuskegee University for fiscal year ending September 30, 2015, for support and maintenance of educational programs.

• Requires at least $1,484,788 of the appropriation to be expended for agricultural research and extension service state match.

• Prior to fund release, Tuskegee must submit an operations plan with measurable performance indicators and an audited financial statement for fiscal year 2012-2013 to the Director of Finance.

• Requires quarterly reports comparing actual to planned expenditures and accomplishments, plus an end-of-year performance report citing program effectiveness and costs.

• Effective October 1, 2014.
