SB183 Summary

• Amends Section 4 of Act 2013-264 to provide additional conditional appropriations from the Education Trust Fund for fiscal year ending September 30, 2014.

• First priority conditionals include $1,000,000 for Insurance Information and Research Center and $100,000,000 for Education Trust Fund Rainy Day Account Repayment (increased from $65,000,000).

• Second priority conditionals allocate $500,000 to Legislature, $5,000,000 to Troy University, and $1,000,000 to University of West Alabama, with intent for these to be included in FY 2015 base appropriations if released.

• Additional appropriations fund various university programs including Auburn University Aviation Program ($5,287,000), cyber technology centers at multiple universities ($200,000-$600,000 each), Department of Commerce AIDT ($10,000,000), and Department of Education initiatives ($1,000,000-$2,500,000).

• After releasing first and second priority appropriations, up to $150,000,000 shall be appropriated to repay the Education Trust Fund Rainy Day Account; bill becomes effective immediately upon passage and gubernatorial approval.
