SB200 Summary

• Applies only when Congress calls an Article V Convention to propose constitutional amendments; establishes procedures for Alabama to appoint and manage delegates to such a convention.

• Requires delegates and alternate delegates to be Alabama residents, registered voters, at least 18 years old, not registered lobbyists, and not holding federal office.

• Legislature appoints six delegates and six alternate delegates by majority vote in each house; Governor must call special legislative session if needed for appointments; Legislature may recall and replace delegates at any time by joint resolution.

• Delegates serve without compensation but may be reimbursed for official business expenses from legislative appropriations or joint interim committee funds.

• Each delegate and alternate delegate must execute a written oath swearing to support the U.S. and Alabama constitutions, follow legislative instructions, and faithfully discharge duties; oath filed with Secretary of State.
