Amends Section 41-16-21 of the Code of Alabama 1975 to increase the competitive bidding threshold from $7,500 to $15,000 for educational and eleemosynary institutions, the Alabama State Port Authority, and certain other state agencies.

Aligns the threshold for these entities with changes made to Section 41-16-20 by Act 2012-462, which previously increased the general state competitive bidding threshold to $15,000.

Requires educational and eleemosynary institutions governed by a board of trustees and the Alabama State Port Authority to use free and open competitive sealed bidding for all contracts involving $15,000 or more.

Designates the amendment as remedial and curative, with retroactive application to the effective date of Act 2012-462 (2012 Regular Session).

Takes effect immediately upon passage and approval by the Governor or upon otherwise becoming law.
