Removes the $250 minimum threshold and 24-hour time period requirement for lobbyists to report items excluded from the definition of "thing of value," requiring reporting of all such items regardless of cost.

Requires lobbyists to provide additional information with each expenditure report, including the name of the related public official or public employee and a description of the item.

Expands reporting requirements to include expenditures made by lobbyists to public employees and their family members, in addition to public officials.

Eliminates the calendar day and $250 minimum requirements for non-lobbyists who expend money on public officials or employees in contract negotiations or financial transactions, requiring reporting of any amount.

Becomes effective on the first day of the third month following passage and approval by the Governor.
