Provides a 5 percent cost-of-living salary increase for state employees beginning with the first payday on October 1, 2014.

Applies to all classified and unclassified state employees, county health department employees subject to Merit System, legislative personnel, and court officials within the Unified Judicial System.

Excludes employees whose service is covered by labor agreements or contracts, and does not apply to local supplements provided to judges or employees whose salaries are tied to state employees.

Directs the Director of State Personnel Department, Administrative Director of Courts, and legislative leadership to revise pay schedules and certify changes to the state Comptroller for warrant issuance.

Requires appropriations to be made through the annual budget act rather than providing direct appropriations, with an effective date three months after passage and Governor approval.
