Repeals and replaces Article VII of the Alabama Constitution of 1901 regarding impeachment procedures, becoming operative January 1, 2017.

Specifies officials subject to impeachment: Governor, Lieutenant Governor, Attorney General, State Auditor, Secretary of State, State Treasurer, State Board of Education members, Commissioner of Agriculture and Industries, and Supreme Court justices.

Grounds for removal include willful neglect of duty, corruption in office, incompetency, intemperance in use of intoxicating liquors or narcotics, and any offense involving moral turpitude while in office.

Requires House of Representatives to present articles of impeachment and Senate to convene as court of impeachment with testimony under oath; conviction requires two-thirds majority of members present.

Establishes removal procedures for district/circuit court judges, probate judges, district attorneys, sheriffs, county officers, and city/town officers through separate processes.
