• Amends Section 2-8-193 of the Alabama Code to authorize cotton producer commissions to conduct referendums on assessments without any provisions for refunds.

• Allows approved commissions established by two or more nonprofit cotton producer associations to levy assessments for promotional purposes, with any new non-refundable assessment superseding prior assessments.

• Repeals Section 2-8-203 of the Alabama Code, which previously addressed refunds of assessments on cotton producers.

• Becomes effective only upon adoption of a constitutional amendment (Amendment 388, Section 93.06) that deletes the existing requirement for refunds of assessments on cotton producers.
