• Applies to officers, officials, employees, or servants of governmental entities including elected or appointed officials, whether compensated or uncompensated, but excludes independent contractors.

• Declares the act to be declaratory of existing law rather than creating new legal rights.

• Becomes effective immediately upon passage and approval by the Governor.
