Amends Section 22-50-17 of the Alabama Code to add a new requirement for substance abuse treatment facilities beyond existing Department of Mental Health certification or State Board of Health licensing.

Requires substance abuse facilities to obtain a certificate from the municipal clerk (if located within a municipality) or county administrator (if located outside municipal limits) verifying local governing body consent and approval.

Applicants must submit an application to the appropriate local governing body and obtain its consent and approval before receiving the required certificate.

Clarifies that the section does not mandate insurance policies or plans to offer additional coverage benefits or require any payments related to these facilities.

Becomes effective on the first day of the third month following passage and approval by the Governor.
