Amends Section 31-9-8 of the Code of Alabama 1975 to require the Governor or Legislature to designate specific counties in any proclamation or resolution declaring a state of emergency affecting less than the entire state.

Maintains existing provisions that states of emergency may be declared by the Governor or by joint resolution of the Legislature based on attacks, natural disasters of major proportions, or public health emergencies.

Preserves the 60-day duration of declared emergencies unless extended by gubernatorial proclamation or legislative joint resolution.

Prohibits seizure or confiscation of lawfully possessed firearms or ammunition during emergencies, except by law enforcement officers in specific circumstances involving immediate protection or criminal activity.

Requires the State Board of Health to inform the public on protective measures and control actions when a public health emergency is declared or terminated.
