Proposes a constitutional amendment to repeal the existing Article X of the Alabama Constitution and replace it with a new Article X concerning exemptions from forced sale.

Authorizes the Legislature to establish by general law the amounts and conditions for exempting homesteads, personal property, and other property from forced sale for debt payment.

Allows exemption rights to be waived through a written instrument signed by the person granting the waiver and attested by one witness.

Makes nonsubstantive technical amendments including capitalization and gender-neutral references, and deletes outdated provisions relating to laborer's and mechanic liens and female property rights.

Amendment becomes operative on January 1, 2017, upon approval by a majority of qualified electors voting in accordance with Alabama constitutional election procedures.
