• Amends Section 37-2A-4 of the Alabama Code to exclude retail telecommunications services from Public Service Commission jurisdiction after the bill's effective date.

• Exempts telecommunications carriers operating under this chapter from complaint procedures related to inaccurate billing, unauthorized service billing, and service establishment or disruption that normally apply to other telecommunications services.

• Removes PSC authority over retail telecommunications services, bundled offerings, and contract offerings for carriers operating pursuant to this chapter, while preserving PSC oversight of basic telephone service and optional telephone features.

• Maintains PSC jurisdiction over complaint procedures for family violence shelter number blocking services and establishes requirements for carriers to file confidentiality protection plans for family violence shelters.

• Takes effect immediately upon passage and Governor approval.
