Authorizes the sale of alcoholic beverages every day of the week in the City of Piedmont and its police jurisdiction by licensed clubs and retail licensees of the Alcoholic Beverage Control Board.

Permits both on-premises consumption (at bars and clubs) and off-premises consumption (package sales) of alcoholic beverages.

Allows the Piedmont City Council to regulate, but not prohibit, alcoholic beverage sales through resolution or ordinance approved by simple majority.

Licensed clubs and retail licensees may sell or dispense alcoholic beverages in accordance with their license requirements and board regulations.

Becomes effective immediately upon passage and approval by the Governor.
