SB29 Summary

• Abolishes the LP-Gas Recovery Fund and deletes its definition from law; remaining funds transfer to the LP-Gas Research and Education Fund at the beginning of the next fiscal year.

• Eliminates the requirement that permit holders file a cash surety with the Alabama Liquefied Petroleum Gas Board and deletes the requirement that the board administrator file an official bond with the Secretary of State.

• Requires the board to post rules and pending amendments on its website instead of mailing pamphlets to registered LP-gas dealers; boards may still provide printed copies upon request.

• Authorizes the board to issue uniform nontraffic citations (instead of traffic citations) for violations related to LP-gas transportation and establishes a new Class F permit for retail cylinder filling operations.

• Changes the fee due date for Class F and Class F-1 permits from January 1 to July 1; revises minimum insurance requirements for permit holders; requires all LP-gas delivery vehicles to be appropriately marked; and deletes various antiquated provisions and references to specific National Fuel Gas Code paragraphs.
