Amends Section 32-5-171 of the Code of Alabama 1975 to allow law enforcement officers to arrest a person subsequent to (rather than only at the scene of) a traffic accident if the officer has reasonable grounds to believe the person was driving under the influence in violation of Section 32-5A-191.

Authorizes law enforcement officers to issue traffic citations subsequent to a traffic accident to drivers involved in the accident based on personal investigation and reasonable grounds to believe a traffic offense was committed.

Requires courts to impose an additional fine of $50 for each traffic citation issued under the new authority, with all collected fines transferred to the Highway Traffic Safety Fund for the Department of Public Safety for law enforcement purposes.

Takes effect on the first day of the third month following passage and approval by the Governor.
