SB299 Summary

• Amends Section 16-13B-7, Code of Alabama 1975, to extend the maximum contract period for purchases of personal property or contractual services from 3 years to 5 years.

• Maintains existing requirements that awards be made to the lowest responsible bidder considering commodity qualities, specifications, delivery terms, and transportation charges.

• Preserves the ability to terminate defaulting bidders and award to the second-lowest responsible bidder without rebidding if original terms and pricing are maintained.

• Keeps separate limits for lease-purchase contracts: 10 years maximum for capital improvements and repairs to real property, and 10 years maximum for all other lease-purchase contracts.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
