Applies exclusively to the City of Goodwater in Coosa County and authorizes the city's governing body to call a referendum on Sunday alcohol sales by resolution.

If approved by a majority of qualified voters, alcohol beverages may be sold between 1:00 P.M. and 9:30 P.M. on Sundays, and anytime after 1:00 P.M. on Sundays when New Year's Eve (December 31) occurs, by licensed retailers serving the general public.

Requires the city to provide notice of the referendum at least three weeks in advance through publication or posting at city hall, with election costs paid from the general municipal fund.

If voters reject the measure, alcohol sales on Sunday remain prohibited after 2:00 A.M. unless authorized by subsequent election or state law.

The city may enact ordinances to regulate any aspect of Sunday alcohol beverage sales, and this act becomes effective immediately upon passage and gubernatorial approval.
