• Amends Section 16-6E-4 of the Alabama Code to specify conditions under which the State Board of Education may intervene in local school system operations, including material noncompliance with statutes or regulations relating to academic, financial, organizational, operational, and safety matters, or failure to meet state standards.

• Requires the State Superintendent of Education to issue written notice to the local superintendent and presiding officer of the local school system (rather than the city or county board chair) when intervention is being considered.

• Provides a 21-calendar-day response period for local boards to submit written responses to the notice, with opportunity to explain why intervention is not warranted or to propose a corrective action plan.

• Establishes a multi-step process where the State Superintendent may defer intervention, accept a local corrective plan, or request State Board approval to proceed with intervention authority if deficiencies are not adequately addressed.

• Becomes effective immediately upon passage and approval by the Governor.
