Transfer all employees from Bishop State Community College, Southern Union State Community College, Bevill State Community College, and the Alabama Department of Postsecondary Education who work in the Alabama Career Center System (Alabama's One-Stop system) to the Alabama Department of Labor effective July 1, 2014.

Place all transferred employees into Merit System classifications determined by the State Personnel Department, with full credit for years of service in the Alabama Career Center System.

Provide transferred employees all rights, privileges, and responsibilities of Merit System employees, with service and removal subject to the Merit System Act and State Personnel Department rules.

Make implementation contingent upon federal Congressional appropriation of adequate funding from the Federal Workforce Investment Act or successor legislation for fiscal year 2014 or later, as determined by the Director of Finance.

Preserve transferred employees' salaries and benefits without adverse effect during the transition.
