SB323 Summary

• Exempts firearms, firearm accessories, and ammunition manufactured and retained within Alabama from federal regulation under the Commerce Clause, claiming they have not traveled in interstate commerce.

• Applies only to items manufactured from basic materials within the state without significant parts imported from other states; generic parts like springs and screws may be imported without triggering federal regulation.

• Requires firearms manufactured or sold under this act to be clearly stamped with "Made in Alabama" on a central metallic part such as the receiver or frame.

• Excludes from the act: weapons that cannot be carried by one person, firearms with bore diameter greater than 1.5 inches using smokeless powder, explosive ammunition, and automatic weapons.

• Becomes effective on the first day of the third month following passage and gubernatorial approval; applies retroactively to firearms, accessories, and ammunition manufactured on or after October 1, 2013.
