AL SB324

Authorizes the Alabama Broadcasters Association to certify broadcast engineers and technical personnel as emergency response engineers to assist with restoring broadcasting and cable signal capability during declared emergencies.

Requires emergency response engineer training programs to be consistent with federal law and include education on restoring broadcaster facilities and equipment, plus personal safety training as determined by the Alabama Emergency Management Agency.

Mandates that state and local governmental agencies allow properly credentialed emergency response engineers temporary access to emergency-affected areas to repair transmitters, generators, and critical broadcasting equipment.

Allows essential personnel access to broadcaster production facilities in emergency-affected areas for producing and presenting emergency public information programming.

Provides liability immunity to the State of Alabama and local governments for actions or inactions of credentialed emergency response broadcasters or other essential personnel granted access under this act.
