Applies only to Jefferson County and amends Act 248 of the 1945 Regular Session regarding the Citizens Supervisory Commission of the county personnel board.

Restructures the Commission composition to include: the County Commission chairman, mayor with most employees, a County Mayors Association member, the probate judge, one full-time firefighter, one full-time police officer, and one non-public safety employee—all serving without compensation.

Specifies that employee members are elected by popular vote and serve two-year terms, with the Director of Personnel responsible for promulgating election rules and procedures.

Requires the Commission to meet quarterly (not less than four times annually) at noon on the third Tuesday of each quarter month, with additional special meetings callable by the chairman or four members.

Makes all Commission meetings subject to the Alabama Open Meetings Law and clarifies that personnel board members are subject to impeachment under Section 175 of the Alabama Constitution.
