Amends Section 13A-9-13.1 of the Alabama Code to include electronic drafts within the definition of "negotiable instrument" for purposes of the crime of negotiating a worthless negotiable instrument.

Defines the crime as negotiating or delivering a negotiable instrument for value with intent, knowledge, or expectation that it will not be honored by the drawee.

Establishes prima facie evidence of intent to defraud when: the maker or drawer had no account with the drawee; payment was refused for lack of funds within 30 days and the amount was not paid within 10 days of notice; or notice of refusal is mailed by certified mail and returned undelivered.

Classifies negotiating a worthless negotiable instrument as a Class A misdemeanor.

Becomes effective on the first day of the third month following passage and approval by the Governor.
