SB 35 Summary

• Amends Section 32-5-222 of the Code of Alabama 1975 to modify how fines from child safety restraint violations are distributed.

• Changes the allocation of the $15 fine portion going to the Alabama Head Injury Foundation from 100% for vouchers to 80% for vouchers and 20% for program administration costs.

• The Alabama Head Injury Foundation will now use the 20% ($3 per violation) to cover the costs of administering the child passenger restraint voucher distribution program, which was previously done free of charge.

• Maintains the $25 total fine amount for violations and requires the Department of Examiners of Public Accounts to annually audit the foundation's receipts and disbursements.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
