Amends Section 41-22-5.1 of the Alabama Code (Red Tape Reduction Act) to extend the effective date of proposed rules by certification or licensing-related agencies when the Joint Committee on Administrative Regulation Review determines a business economic impact statement is warranted.

Extends rule effective dates from 35 days to two calendar months after filing with the Legislative Reference Service when the committee determines negative business impact warrants an economic impact statement.

Applies the extension only to agencies or divisions primarily performing certification or licensing functions that have received a written determination that their proposal has significant negative business impact.

Requires any agency or department to approve or deny license or permit applications within 28 calendar days of receipt or notify the applicant of reasons for denial.

Becomes effective on the first day of the third month following passage and approval by the Governor.
