SB370 Summary

• Amends Section 21-2-2 of the Alabama Code to clarify that state entities must apply purchasing preference to services (not just products) provided by individuals with disabilities under the Department of Adult Blind and Deaf of the Alabama Institute for Deaf and Blind.

• Requires the board created in Section 21-2-3 to ensure that approved services do not adversely impact services provided under the federal Randolph-Sheppard Act of 1936 (20 U.S.C. 107 et seq.), which provides employment opportunities for blind individuals through vending facilities on state and federal property.

• Authorizes all political subdivisions of the state to purchase products or services made by individuals with disabilities through the department in the same manner as state agencies and institutions.

• Becomes effective immediately upon passage and approval by the Governor, or upon otherwise becoming law.
