Proposes a constitutional amendment to Section 46 of the Alabama Constitution to change how legislative vacancies are filled after the third regular session of a four-year legislative quadrennium.

Vacancies occurring before the end of the third regular session continue to be filled by special election held by the Governor, unless a candidate runs unopposed in which case no election is held.

Vacancies occurring after the end of the third regular session of a legislative quadrennium shall be filled by gubernatorial appointment for the remainder of the unexpired term.

Amendment becomes effective upon approval by a majority of qualified electors voting in a statewide election held in accordance with constitutional provisions and state election laws.

Election ballot shall include a description of the amendment and present voters with "Yes" and "No" voting options.
