Students instructed by a private tutor or under church school law and at ninth grade level or higher may enroll in public schools to participate in career technical programs offering instruction in trades, occupations, or vocational skills.

Participating students must register by August 1, pay activity fees equal to public school participants, meet residency requirements, and adhere to the same standards of behavior, responsibility, performance, and conduct as other program participants.

Students enrolled under this provision may participate in extracurricular activities sponsored by the public school.

State funding is calculated by dividing one-third of Foundation Program appropriations by statewide average daily membership, with local boards distributing two-thirds of received funds to the career technical program attended.

Schools may deny participation in programs that limit enrollment for safety or liability purposes; the bill becomes effective immediately upon passage and approval.
