Provides a five percent cost-of-living salary increase for state employees beginning with the first payday on October 1, 2014.

Applies to classified and unclassified state service employees, all other state and hourly employees, legislative personnel and officers, and county health department employees subject to state Merit System.

Excludes employees covered by labor agreements or contracts, and does not apply to local supplements provided to judges or local employees whose salaries are tied to state employees.

Directs the State Personnel Department Director and respective agency heads to revise pay schedules and certify changes to the state Comptroller for warrant issuance.

Requires appropriations to be made through the annual budget act for affected entities, with the act becoming effective on the first day of the third month following passage and approval.
