SB396 Summary

• Provides annual salary increases for state employees and public education employees beginning October 1, 2014, and each subsequent fiscal year equal to the Consumer Price Index for Urban Wage Earners and Clerical Workers percentage adjustment from the preceding year.

• Excludes elected officials (legislators, judges, executive branch officers), local employees whose salaries are tied to state employee salaries, and employees covered by labor agreements or contracts from receiving the salary increases.

• Directs the State Personnel Department Director, Administrative Director of Courts, and legislative leadership to revise pay schedules and certify adjustments to the state Comptroller for warrant issuance.

• Makes salary increases supplemental to step increases employees would otherwise receive and supplemental to the State Minimum Salary Schedule for education employees.

• Exempts the bill from Amendment 621 constitutional requirements regarding local expenditures because it applies only to school board expenditures, with immediate effective date upon passage and gubernatorial approval.
