AL SB422

Amends Section 17-4-38 of the Alabama Code to require the Secretary of State to provide free electronic copies of the statewide voter registration list to chief election officers of other states upon request, limited to no more than once per year.

Requires reciprocity as a condition for providing the voter list: the requesting state's chief elections officer must agree to provide Alabama's chief elections officer with their statewide voter list without charge for any lawful purpose.

Allows the Secretary of State to enter into agreements with other states at any time regarding the exchange of statewide voter lists.

Maintains existing prohibition on resale of the voter list by the Administrative Office of Courts or chief elections officers of other states, and extends this prohibition to resales by the office of the chief elections officer of any other state.

Becomes effective on the first day of the third month following passage and approval by the Governor.
