Public institutions of higher education in Alabama shall coordinate efforts to create a library of digital textbooks for use in public K-12 schools, under direction of the Alabama Council of College and University Presidents.

Digital textbooks shall cover all subject matters taught in K-12 public schools and be available for free download to electronic devices through the state supercomputer in a format that may be printed on demand.

The State Textbook Committee shall review all digital textbooks to ensure content is balanced, does not promote a particular view, and that literature and English textbooks emphasize traditional classics.

Digital textbooks created under this act are state property not subject to publication or duplication fees, and the State Board of Education or local boards of education may have them printed and published in book form for student use.

The act becomes effective on the first day of the third month following its passage and approval by the Governor.
