Establishes a moratorium on adoption or implementation of Common Core curriculum from the effective date until January 1, 2017.

Authorizes local boards of education to opt out of Common Core Mathematics and English Language Arts by submitting a letter of intent, board resolution, and alternative curriculum plan to the State Department of Education.

Prohibits the State Board of Education and local school systems from ceding control of curriculum standards to entities outside Alabama or joining consortiums that relinquish control over standards and assessments.

Requires the State Board of Education to annually test student proficiency in Mathematics and English Language Arts across at least three grade levels using an independent testing agency based on pre-Common Core standards.

Creates the Alabama Curriculum Standards Advisory Commission with one classroom teacher and one parent from each congressional district to independently evaluate and report testing results to the Governor and legislature by the fifth legislative day of the 2016 and 2017 sessions.
