SB444 Summary

• Exempts firearms, firearm accessories, and ammunition manufactured and retained within Alabama from federal regulation under the Commerce Clause, citing the Ninth and Tenth Amendments and Alabama's 1819 statehood compact.

• Applies to items manufactured in-state from basic materials without significant imported parts; excludes generic parts (springs, screws, nuts, pins) and basic materials (unmachined steel, unshaped wood) from federal regulation.

• Excludes from the act: firearms that cannot be carried by one person, firearms with bore diameter greater than 1.5 inches using smokeless powder, exploding ammunition, and firearms discharging two or more projectiles per trigger activation.

• Requires all firearms manufactured or sold under this act to display "Made in Alabama" clearly stamped on a central metallic part such as the receiver or frame.

• Takes effect on or after October 1, 2014, and becomes effective on the first day of the third month following passage and gubernatorial approval.
