Amends Alabama Code Sections 17-8-7 and 17-13-11 to allow political parties to appoint poll watchers to observe primary elections and second primary elections, in addition to general elections.

Poll watchers appointed by political parties must be appointed in writing by the chair of the county executive committee or nominees for office and submitted to the election inspector.

Watchers have rights to observe election conduct, monitor poll opening, remain throughout the election until results are posted and machines sealed, observe ballot counting, and review all election records and oaths.

Poll watchers must be sworn Alabama residents and qualified electors; election officials may not serve as watchers and watchers cannot disturb voters, campaign, or wear campaign materials inside polling places.

Becomes effective on the first day of the third month following passage and Governor approval.
